Call Shaw and tell them you are going to switch to Telus cable. Ask them for a free HDPVR for 6 months or you will switch. Worked for me the day before the Tour. I hear you can get up to a year free if you are a good negotiator. Assuming you already get OLN....
Versus Tour tracker, down to $24 smackers US for the rest of the Tour, has on demand feature so you can watch it later/when ever, FFW and REW is available, for some reason they haven't figured out how to get the audio from the interviews after the race to work, but other than that I would say it has been almost flawless, and yes I have watched every morning live...
Get all my feeds from steephill.tv You may have to settle for belgian or italian announcers, and it might take some playing with it to find a good stream, but it usually works quite well for me. Other than that, PVR is your friend!

atdhe.net is streaming live, but it hasn't worked for me over the past few days.
