According to the PDF, parking is at the Springbank arena, and the start is on Horizon View (page 7, last paragraph).
How I'm reading it, it's only parking and warmup at the arena, and then we sign on at the start (Horizon View) no less than 30mins before our category start time. We then return to the start no less than 5 minutes before our race time to actually race the route.
Is this correct, or am I missing something? Your post makes it sound like the start has been moved from Horizon View to somewhere on Springbank Rd or something.
You are totally correct, except 'sign-on' is at the Arena so you aren't hanging around at the start forever. Warm up and race is exactly as described in the Tech Guide. The only reason I made a point of saying this was because I got an email from a racer yesterday asking where at COP was sign on ?!?! I know people should be reading the tech guide, but I thought I would clarify. I will change the post to further clarify.
oh, yah, good point. I describe the course and other points in the same paragraph. Next year's edition will be updated to the second version to correct that(just like University Text Books. Also, the tech guide is getting long enough to qualify for one!).

I think my confusion about sign on is because on page 4 of the Tech Guide, point 2 (about sign-on) is:
"Takes place on Escarpment Drive and Springbank Road. Sign on starts at 5:01pm and you must have signed
on by at least 30min before your race start."
